Biography

Cathy had been the Commissioner for Aviation Regulation in Ireland since 2017. She is responsible for the economic regulation of Dublin Airport, discharging Ireland’s responsibilities for slot co-ordination and licensing Irish airlines and groundhandlers. She is also responsible for licensing the travel trade, administering a travellers’ protection fund and addressing complaints against airlines and all airports in Ireland. Prior to 2017, Cathy worked in the Commission for Regulation of Utilities and was responsible for developing policy for many aspects of the Irish energy markets including the framework for regulating and subsequently deregulating tariffs, a service to deal with customer complaints, connection of generators to the electricity networks and the development of these networks (5 year reviews). Cathy also led the National Smart Metering Programme in Ireland and set up the structure for the economic regulation of water services for domestic and business customers.
